After passing Kailua Beach Park turn left at the T-intersection and go uphill on Aalapapa Drive which loops back as Mokulua Drive through a residential area. Park where you can on Mokulua Drive and take one of the eight public access paths to the beach. Access and parking is limited by residential properties.
